Can as a E3 in the military who is going to be stationed in King Bay, GA move my wife with me?

I am E3 and have been in the Navy for three years, barely missed E4 by 5 points on my last adanvcement exam. I have been overseas for the past three years stationed in GTMO and then Bahrain, the overseas policy for dependants is you must be E4 to bring dependants with you, I am getting ready to go to Kings Bay, GA and since I will be stateside will I be able to bring my wife to kings bay, GA to live with me?
